Punctal plugs can be made of a material that dissolves in about ten days. These are totally temporary. Punctal plugs are also made of a material that is not designed to dissolve. These semi-permanent punctal plugs can stay for as long as they are necessary, which may be days, months, or years.
No incision is required to place plugs into the punctum. They are simply inserted into the hole. There are many sizes and shapes, so there is bound to be one that fits each person well. If properly fitted and properly inserted, the patient cannot normally feel punctal plugs and they will not become dislodged.

There is one punctum in each upper and each lower lid. By inserting in upper, lower, or both, the effect of limiting tear escape can be regulated somewhat. A punctal plug expert I know recommends starting with the upper punctum first, but any combination that actually works is appropriate.
Punctal plugs would not be recommended if you have a normal flow of tears, but neither would they be maintained if your tear flow is excessive.
Response tearing, such as from pain or emotional outburst, would not be greatly affected by punctal plugs.

You need to check with your doctor for the cost of punctal plugs and if they would be appropriate.
