I've recurring ephithelial engrowth, from a second Dr oppinion's I need to have recurring surgery to clean the cells out of both eyes.

I would like to change Dr. but seems that is harder than I though, I've lost confidence in the clinic that performed the original surgery, my Original Dr is not longer working for them, have been a little over six months since the last surgery but they want to charged me for just seeing me. I know that is not normal practice and that is the reason I want to switch. How can I find another Dr that would be willing to clean my eyes, for the topography done today the surgery needs to be done soon. But the Dr I saw today doesn't want to do it, do to liabilities concerns. Any help in sugesting a course of action will be greatly appreciated.
