Can Halos that I received from a first procedure be fixed by a second procedure in which the ablation zone is expanded?

It is not a simple yes or no answer. Other than pupil size, you must also consider centration of the ablation, irregular astigmatism, higher order irregularities, flap irregularities, etc.
Custom LASIK enhancement with wider treatment zones MAY help your situation.
