My Sister had a lasik surgery 15 days ago in India. After 2 hours of surgery, her eye became swollen and watery and she also had a pain. After two week her vision is worst then before. Is it normal to have in some people? Will she get her normal vision back after sometime? If the first doctor did something wrong, is there some procedure to correct it? I will appreciate answer very much. Thanks.

There is not nearly enough of the detailed information necessary to provide more than an educated guess as to what is happen with your sister. If the eye itself is swollen, it can be from a multitude of causes that each need a different response. If the area around her eyeball is swollen (such as a black eye would appear), then it is reasonable to assume that the process of applying the microkeratome was traumatic to the tissue around the eye, much like a black eye after being struck.
It sounds like your sister has already sought the advice of a second ophthalmologist. I believe this is the best course of action.

After Surgery her eye became red and eye lid swollen and water was coming out, and also she was having pain. She didn't contacted any doctor yet, her vision is reduced. I am concern that will she get her normail vision back? If yes, then what need to be done. Please suggest.

What you describe is not a common with LASIK and indicates there is an adverse event that needs to be diagnosed and possibly treated. It may be something simple, it may be complex with time of the essence.
You say that she has not seen a doctor about this problem. Just in case you mean this literally, she needs to immediately raise this issue with her LASIK surgeon. If she does not feel that her surgeon is knowledgeable or is otherwise responding appropriately, she needs to seek a second opinion from a doctor who is knowledgeable. I would suggest contacting a teaching hospitals ophthalmology department.
