About 3 years ago I had a torn and detached retina. Laser could not reach it and a gas bubble did not help. A scleral buckle and subsequent cataract surgery helped, but now I have a ripple in the center of my retina which makes reading impossible. Could Lasik be used to improve my vision?

What is your best correctable spectacle vision? LASIK after retinal
detachment surgery (if a scleral buckle or plastic sponge has been used) is
riskier, principally because the ring used to create the suction prior to
the microkeratome pass to make the LASIK flap is harder to do. Some vision
correction surgeons prefer to do PRK in this scenario, IF there is good
visual potential. You mentioned the retinal ripple and poor reading vision.
This will probably NOT be helped by vision correction procedures.
Is the ripple a condition such as a macular pucker? Is it fixable? Is
the vision potentially improvable if the "ripple" is (or can be) fixed?
These are important questions to ask your retinologist prior to considering
any vision correction procedure. You need more information to make an
informed decision here and I would recommend waiting on vision correction
procedures for the moment.
