I'm 3 weeks post-Custom Lasik. One eye is great 20/15 while the
other eye is not as clear and around 20/40. Can I expect any
improvement in the bad eye? They are thinking of punctal plugs to
help with dry eye.

There are many causes for decreased vision after LASIK. You should continue working closely with your eye doctor to detemine the cause. Dry eye is certainly one cause. Striae are another cause. Under or over correction is of course a common cause.
So please see your doctor and keep us posted.
