Are there any rumors, rumblings, studies, or what not considering pediatric applications of Intac-type devices? I would surely love to free my sons of the glasses-in-grade-school curse.

First - Intacs are only useful for patients with up to 3 diopters of myopia and they do not help with astigmatism.
The problem with people under the age of 18 is that it is very common for the level of myopia to progress through high school, so it would be a mistake to have to undergo surgery at age 13, and then more surgery at age 16 and then again at age 18 to compensate for the progressive changes in the eye with age.
